No house,generally speaking, but the Ducal Quarters in the house of Dementia in the Palace of Sheogorath can be used as a house if you do the Ritual of Dementia. There is no way to obtain these quarters if the you choose to perform the Ritual of Mania. The corresponding ducal quarters then become yours, and you can safely store items in any of the containers within the ducal quarters, except for one respawning food cupboard.
There are some other containers in the Shivering Isles that do not respawn and can be safely used for storage. There is no way to survive this fall, because the death is scripted. As a Daedric Lord, he has his own personal army. The Hero of Kvatch your oblivion character gets involved as part of the Shivering Isles and defeats Jyggalag. This breaks the curse on him and allows him to stay as Jyggalag instead of becoming Sheogorath. An then the Hero of Kvatch is named the new Sheogorath.
